SOUTH PLAINS CHAPTER 1 John Allen, President Robby Christopher, Chapter Representative
The South Plains Chapter No. 1 held a joint meeting with the Panhandle Chapter No. 16 on May 21st at the Cotton Patch in Plainview. Members were given a presentation and watched a promotional video aimed at High School students. Robert Smith made the suggestion that the video might be shown on the local channel run by the School District.
We would like to thank Coleen Johnson and Graig Alderman for their presentations at the meeting.
We also wish the Panhandle Chapter the best of luck in starting up their Chapter again. There are currently no meetings scheduled.

CHAPTER 6 A
Chapter meeting was held at the Schooner Restaurant in Nederland on June 12,
2008. Garey Gilley, TBPLS Investigator was the special guest and featured
speaker to 16 chapter members and guests. New and misunderstood rules and
unusual investigations were the topics. Lively discussion followed an
informative presentation. A
Chapter Board Meeting was held on July 10, 2008 at the Lone Star Steakhouse
Restaurant, in Beaumont. The meeting was called to order by the President.
Minutes from the last Chapter Board meeting were presented, a financial report
was given by the Secretary-Treasurer Richard Worthey and a brief review of the
June meeting followed.
Discussion of the Chapter’s scholarship criteria and application was held and
suggestions and recommendations for proposed changes to both were discussed. A
sub-committee was set up to undertake this issue. If changes or revisions are
recommended, a proposal will be presented to the board at the August board
meeting. A final recommendation would then be presented to the entire chapter
for a vote at the Annual Business meeting in September. A brief
review of the TSPS 2nd Quarter State Board meeting was given to the
board by Chapter Rep. Joe Breaux. The Chapter agreed to send $1000 to sponsor
convention speaker Milton Denny at the ’08 Cruise convention. Coming chapter activities include our annual seminar scheduled for November 15, 2008 at the Elegante’ Hotel. Speaker for the seminar is Jack Avis with arrangements to be made by TSPS and supplemented by the chapter.

CENTRAL EAST TEXAS CHAPTER 8
Our first meeting of the quarter was on May 1, 2008 was held at Ralph & Kacoo’s in Lufkin, Texas. We discussed PDF and e-mailed field notes versus signed copies and the related legalities. We voted to sponsor Jim Johnson as speaker at the 2008 convention and sponsor the 2008 TSPS educational retreat.
Our second meeting of the quarter was on June 5, 2008 was held at Ralph & Kacoo’s in Lufkin, Texas. We discussed the increase in CEU requirements, TSPS local attendance, the Ethics committee, GIS maps and the sales tax debate.
Our third meeting of the quarter was on July 3, 2008 was held at Ralph & Kacoo’s in Lufkin, Texas. Again our discussion was about recent topics.
Our next meeting is scheduled for August 7, 2008 at Ralph & Kacoo’s in Lufkin, Texas.

May 20, 2008 – The Chapter held its May dinner meeting at Joe’s Barbeque Company in Alvin, Texas. Terry Rowe, Education/Public Relations Committee Chair hosted an Evening of Education honoring Celeste Brooks with the Dickinson ISD for her work with students participating in the TrigStar and SkillsUSA programs sponsored by TSPS. The Chapter has also sponsored Ms. Brooks attendance to the Teacher’s Retreat in Tyler in June. May 24, 2008 - The Chapter held its annual picnic repeating the previous year’s venue by having the event at the ballpark for an Astros game. We were located in the Champions Room with food and fun for all in attendance. The Chapter sold 425 tickets to the event and a good time was had by all. June 9, 2008 – The Chapter held a board meeting to discuss upcoming events and conduct business on behalf of the Chapter. Special consideration was given to the University of Houston Endowment established in 2001 by the Chapter. A modification to the requirements of awarding scholarships will be reviewed and submitted to bring it up to date with the current survey program at the university. July 8, 2008 – The Chapter held its first lunch meeting in quite some time at the Salt Grass Steak House in Houston. We had about 47 in attendance and our guest speaker was Pat Smith discussing the upcoming legislative session and what TSPS had in mind for the legislators to ponder and approve. The Chapter Nominating Committee made an announcement for those interested in putting their name in the hat to serve TSPS for the upcoming year. Ballots and bios are in the works and getting ready for distribution. July 16, 2008 – Stephanie Funk, Chapter President, met with Representative Gary Elkins to deliver a campaign contribution on behalf of TSPS. Representative Elkins was appreciative and inquired about our organization’s issues. He is working on modifications to the appraisal process and state income taxes in the upcoming session. It was a privilege to deliver our message and quite an eye opener into the legislative process. July 31, 2008 – Chapter ballots mailed to TSPS members.
Upcoming Chapter Events August 12, 2008 – Chapter Board Meeting August 15-16, 2008 – Chapter Fishing Tournament, Texas City September 23, 2008 – Chapter Dinner Meeting to be held at Saint Arnolds Brewery in Houston to induct new officers, hold the annual Sargent Silent Auction and review winners from raffle. October 11, 2008 – 14th Annual Gulf Coast Chapter 9 Golf Tournament at Longwood Golf Course in Cypress

June 19th we had our monthly meeting at Michael’ Grill in Midland. The speaker was Dave Calkins with Williams-Stackhouse Inc. Dave’s topic was photogrammetry and it’s application in Land Surveying. We had 9 members present. We began to work out details for the annual Ruidoso, NM Golf and Seminar held in August. We are working with the Llano Estacado Chapter of NMPS and this year we will hold the seminar at the Inn of the Mountain Gods Resort and Casino. This is shaping up to be the best event yet. We are looking forward to the class to be taught by Robert Young and Rene Garcia.
JULY
July 24th we had our monthly meeting at Big Daddy’s Catfish in Odessa. There were 10 members present and one guest, Mr. Jim McPherson. Jim is the drafting instructor at Odessa College and one of our best contacts with the college. Jim said Dr. Robert Munoz, head of the Technology Department, is still very interested. in developing a Surveying and Mapping Program at Odessa College. Dr. Munoz is in the process of getting the State’s approval for the new course. Stan Piper has started the process of forming an Advisory Board and hopefully we will have a Board in place soon. We also discussed the upcoming elections and I will be encouraging several members to volunteer for service.
AUGUST
August 8-9 Ruidoso, NM Golf and Seminar We are looking forward to having Past President Bud Thompson and current President Coleen Johnson planning to be with us this year. Ruidoso had some severe flooding in late July so we may have some detours in town. I will give an update on the details at the Board Meeting.

12 In April we had our local Trig*Star awards banquet to honor our local winners at The Railroad Seafood Station in Corpus Christi. We later learned that our local winner, Anthony Pabillano, went on to win the State Championship as well. Congratulations Anthony! Also at that meeting, we had a presentation by Tom Moore, an RPLS from New Mexico, about establishing a region chapter of the American Association of Geodetic Surveyors (AAGS), a member organization of ACSM, to include several southwestern states. Members seemed interested, if somewhat non-committal.
In May we held our meeting at Frank’s Spaghetti House in Corpus Christi. We had no speaker, but the meeting was well attended, with several new faces. Also during May, we lost our excellent secretary/treasurer Toby Stock, a recent graduate of TAMUCC, to greener pastures in the Fort Worth area, so our reporting has been suffering a bit.
In June we held our meeting at Frank’s Spaghetti House in Corpus Christi. Attendance was light.
In July, we held our quasi-annual Chapter 12 Beach Bash BarBQ at the beach on North Padre Island, which was attended by our State President, Colleen Johnson and her husband Mike. Attendance was light, but so was the mood, and everyone had a good time.

VALLEY CHAPTER 20 We are planning a meeting for August. We are donating $500.00 for the TSPS Convention. Not much activity in our chapter at this time.

HEART OF TEXAS CHAPTER 21 Chapter
21 held its annual picnic at the Dinosaur Valley State Park in Glen Rose on May
31, 2008. The meeting was well attended with 11 members and 19 guests. We had
some excellent BBQ, homemade desserts, and good discussion. To wrap up the
business meeting we discussed the funds on hand, voted to award $500
scholarships to two individuals that made application, and scheduled the next
meeting. On June
3rd I participating in a conference call initiated by Ray Weger
(Ethics Committee Chairman) to discuss the direction of the Ethics Committee.
There were some very good ideas shared such as: Each chapter having one member that is active on the overall Ethics Committee to insure representation from across the state. Finding a way to work with the TBPLS in an effort to assist them with potential issues relating to ethics.
Creating the attitude of
promoting Ethics and education of the profession in the area of ethics as they
apply to Professional Land Surveyors and paraprofessionals. I highly
recommend that this effort is continued and is instituted into the overall scope
of what the Society focuses in its effort to encourage professionalism. On July
19, 2008 Chapter 21 met in Granbury for a basic business meeting. There were 10
members and 5 guests. Further discussion was had concerning ideas for raising
funds, and the chapter is interested in the work that TBPLS may be involved with
regarding the regulation of energy related surveying standards. It has been the
consensus of the chapter that “substandard” work has been noticed in and around
the area known as the Barnett Shale and the chapter is concerned of the long
lasting effects this substandard work will have on this area. Chapter
21 is looking forward to being active and contributing members of TSPS now and
